The sizes and issues to be addressed are identified and priorities defined to minimize resources.

Use of budgeting, scheduling, vendor selection and needs estimating are tools created to more effectively manage. Consider the following two scenarios and the differences:

Scenario A: Product A is available and needs to be delivered on time and within budget. The team determines the use of all tools as the process may significantly change over the life of the effort

The management of the work to be done at each phase is set

The management of the project is more visible

The team hears that members of the team are on a team working to improve the tools and processes of the company. Everyone at other levels of the relationship with the product or teams is aware of team development. This is also telling the team members they are not merely assigned to a specific project and then left alone.

The team members are notified through various methods, but then met with schedule rules as the project timeline developed from management.

When team member feedback is gathered, the team determines that realized scheduling is less than the original estimate of how long the timing will be. Management takes steps to address the new estimates and the team makes improvements to other activities based on their previously determined schedule targets. Management supports the improvements, even giving flexible time frames. Team members feel empowered and encouraged to take core input to the process, and then when needed, they help to improve schedules and other resources.
